mario day is march 10 (mar10), dragon age day is december 4 (d4), star wars day is may 4th (because it sounds like may force). it's usually stuff like that. for more niche artistic flashmobs i suppose someone just declares the dates and people learn about it through word of mouth

hourlies are on february 1 every year though i can't say who came up with it. a lot of other themed days are oftentimes a pun derived from the date, for example maid day is may 10 because 10 is pronounced mei-do in japanese, iirc
