Start the "level-one" characters with "Excalibur" in their possession. Now various other entities in the world are coming after them to get it. As GM/ Storyteller, you control the those, but it gives the players an overall chance to be proactive (do what they want) and reactive (here come rivals!).

This was at the core of much of my time running WoD in the latter part of my tenure with it. I didn’t want crossovers or collabs, as they diluted the themes of the WoD. When you have Iron Man, Yoda, Deku, and Damsel all together, you don’t get those worlds’ themes, you just have a costume party.
