Yeah PV Panels should be stronger than slates as they are bolted and clamped through to rafters. Slates and tiles are nailed which would can come loose with repeated lifting.
Slates are nailed very row, sometimes concrete roof Tiles are only nailed every 2 to 3 rows, especially inland.
