The other concern everyone should be aware of is that, because FY25 funds are still not available for programs to spend, they will be hard-pressed to spend it all before August (when they start close-out) and any remainder may be impounded and unspent funds used by Congress to justify a FY26 cut.

Total carnage. 20-25% of R1 university budgets incinerated. Massive spillover effects, in terms of staff laid off, courses/majors/enrollment slots slashed, labs/programs/departments shut. There are no backup plans if this stuff becomes permanent in the federal budget.

The proposed 57% slash to the EPSCoR program will especially hurt historically underfunded US states, like Alabama, Kentucky, and West Virginia.
