Yeah it was. Looks like it bugged out because I did Alt+F4 and when I reloaded the raid it joined instantly (with 6 mins left in raid)

This is a quest you can get pretty early on. One of my characters is lvl16 and has this. The other already has Kappa, so doesn't have this (is also PVE)
