I'm no expert, but I think the federal heritage designation carries no actual protection. It's just a listing with no teeth.
Any heritage restrictions are municipal or provincial. And they shouldn't be difficult to overcome either (eg, permit to destroy roof and retain part for souvenir).

5. For Part V (Heritage Consvn Districts such as Union Station District), GO could still apply to the city for a permit to demolish/change the shed. City must decide on permit within 90 days or else the application is deemed accepted.

4. HOWEVER... The shed is protected under Part V of the Ontario Heritage Act (Consvn District). Whereas the Lt Govnr exemption is scoped to Part III (provincial heritage property).
So Lt Govnr order might not be adequate since the exemption applies only to the property and not the district.

3. Crown agencies are controlled or operated by the Crown in right of Ontario. So I think this meets the criteria for OHA exemption being allowed by Lt Govnr.

Oh I like that.
Maybe somehow combine that with the Evolution system where players develop asymmetries that not only allow different strategies for taking bits of whale, but also take bits of each other. eg, investing in defensive compounds avoids predation but comes at expense of growth.

The beaver parachutes were remarkably successful, thanks to great planning and problem solving by state government biologists. The plan sounds ridiculous, but in the context of surplus parachutes after WW2 and their planning it made sense. Still hilarious though.

Greenland Shark. Lives so long. Acts so chill. Grows so large. Blinded by copepods. Tastes like urine unless you treat it for a long time, apparently. Somehow eats polar bears and seals but we still don't know how much is via predation vs scavenging. This old shark is full of intrigue.

I agree.
I have a 10% hope Carney will make electoral reform. He's never promised it. But if they do, they'd ensure they're part of any future minority government as the middle party. But their history of broken promises on this and general entitlement makes it unlikely, like you said.

Cons don't want electoral reform.
NDP don't prioritize it, or they would've insisted on it during the past minority govmt term.
Greens would do it but can't win because of said electoral system.

But that combo is not itself a recipe for beauty - it depends on theme. For example, constructing space trucks in Galaxy Trucker also involves unfolding the art (sort of) with restrictions based on the pieces. But few players would look at their final trucks and admire their beauty.
