I think they mean that the diagnosis of Asperger's (which was folded into ASD as high functioning in DSM-V and prob same for ICD-11) didn't exist before the 1980s, and was only codified in ICD-10 in 92 and DSM-IV in 94. Dr Wing introduced it and called it Asperger's despite extreme dif from his work

For PA-1, Brian Fitzpatrick is only known to show up to Eagle Scouts and photo ops for bdays of ~90+. Maybe we can catch him that way.

Can't pardon treason (or impeachment and conviction following impeachment). Can only pardon federal crimes, so still could be tried for state and civil crimes.
