Former longtime Ontario Finance Minister Duncan reminds Poilievre was never a decision maker, even after 10 years in government. Harper never let Poilievre anywhere near the leavers of power, and especially a country mile from the treasury. Poilievre was/is just an attack dog; a mutt really.
