What I don’t understand about Chutkan’s ruling is that personal data protection is a cornerstone not only of good IT practice but also of laws, like HIPAA, that offer protections against disclosure. So much so that access tiers are established so not every IT staffer gets access to everything.

Yes, agreed. However I was just responding that the FBI acting director apparently did not turn over names but a list of employee IDs that would likely not be SSNs. Muskrats would then have to do the work to look up the names. Not much, but something, in terms of resistance!
