The president can't 'enforce' an amendment. Trump was never adjudicated to have violated that amendment. Yes, we all know he did, but there's not a court ruling saying he did. So it can't be 'enforced' and that's where we're at.

Yes I live in the US, in AZ. SCOTUS did not give him 'the immunity of a king.' It said he's immune from being prosecuted for 'official acts.'
