I think its possible for two things to be true. sometimes a business might hire from os for extraordinary skill. but sometimes they do it for a more controllable workforce.

I think there are two things going on. There are special skills and they might not be possessed by americans. If I hire someone from OS and they come here to live in my country, I own them, I can terrorise them. This happened to a guy I worked with in Australia. Its not just a US thing.
