Yep, the pattern has been "Rs see what they can get away with, Ds try to play nice in the spirit of cooperation."
This is what has incentivized R's behavior -- they are *counting* on getting away with it and then people like Schumer reaching across the aisle to appeal to the "spirit of compromise."

They always take advantage of this asymmetry. They break things because they know the responsible people will fix them if it gets too bad. They do crimes knowing the responsible people never will. They abuse process and ethics and norms, fully aware that institutionalists wouldn’t dare.
