I dunno. One Petty song stays for a key scene, all the rest dropped. I think in the modern world, song rights are too much, and it's not like the past when Sinatra could snap a finger and give Peter songs cheap. Too many publishers, corporations involved. So they got Lukas Nelson songs...

Two issues I'd imagine (I haven't confirmed). A) The opening & closing credits weren't shot by PB, they were licensed from someone I think (kinda like 2nd unit) and so they just weren't gonna pay for 'em in the end and B) the ending credits are longer now so the timing is off
