The important part is building enough housing. Making sure at least some of it is reserved to be made affordable is not a bad idea, but not building anything because too much of it is "luxury" is counterproductive

Building luxury housing still helps people who can't afford to live there because it gets rich people out of the mid-tier housing, freeing that up for middle class people. That gets the middle class out of the lower tier housing, so housing that should be affordable can be.
