I'm as convinced as I need to be that the explicit goal of the Trump administration - or, at least, some of its sponsors - is sabotage. Bring the U.S. down enough so China and Russia can compete, and multinational corps can bully it.

I disagree with his call, too. But, the Axios article focused on "the lack of language prohibiting Trump from cutting congressionally-authorized spending" ... That lack doesn't make that any less illegal, though, right?
