For fascism to prosper you need four things. Financial instability A scapegoat, or scapegoats (the more the "merrier"). Control of the flow of information. A scared, and ideally uneducated populace (they are easiest to convince to accept your scapegoats).

I know other people have pointed this out alread but, announcing tariffs that cause the stock market to plunge then revoking the tariffs so prices recover allows rich people to buy shares at the low and the recovery increases their nett "worth".
