Connecting an external button to A PC's power button pins is easy. You could connect many switches in series with the main button that all have to be flicked on for the button to complete the circuit. I may be confused about the problem being posed, but I believe the solution is to "Move money" from the savings category to the credit card category, in addition to the transaction. A credit card payment draws against the corresponding credit card category so the money has to be there in the budget

It's only possible if a reverse DNS lookup is performed. I'd need to see documentation indicating that Starlink points a domain to every IP they assign to customers. Or short of that, some manual testing results.

I don't believe it's possible for a server to block clients based on ISP. Maybe you could find out what IP address blocks they use, but that could be circumvented trivially with a VPN.
