It's the same here, except the numbered streets are 8 apart instead of 10*, and there's no alphabetical thing (except for the streets between 3900 and 4700, which DO go A-B-C-D-E-F-G). The N-S streets are 16 to a mile.

Naturally, Overland Park is so anal that it's *illegal* to name a north-south street within the city limits anything other than what's on this grid unless it's in annexed areas where it already had another established name (2300 is Kenneth Road south of 135th, for example).

(also, without looking it up I can tell you the half-mile streets further west: 14300 is Mullen, 15100 is Lackman, 15900 is Maurer, 16700 is Renner, 17500 is Mill Creek, 18300 is Ridgeview... after that, it gets fuzzy because nobody lived out there when I moved away.)

And the important thing to understand here is that under the rules, if he really is just standing there without the ball, he is not protected under the rules. They explicitly put that exception in there.
Which makes the question "Where is the ball?" relevant. And it wasn't in the baseline.

Thus, his presence in the baseline is not required to field the ball. His balance problems are not covered under the rule. He blocked the plate.

Look at the video. When the catcher is attempting to catch the ball -- which is still to the infield side of the plate, by the way! -- he moves his left foot into the baseline for... what reason? Why?
