The Budapest Memorandum of 1994 was clear about Ukraine sovereignty in return for all nuclear weapons they had. The invasion in 2014 of Crimea was bloodless and should not have been accepted by the signers of the agreement. This is now the mess we face, and we have to settle it fairly for Ukraine
