That kind of basic courtesy is standard social contract stuff. Unfortunately, Noem has violated the social contract and is no longer entitled to such courtesies. Fascists don't get to be part of civil society. Puppy killers even less so.

This shouldn't be done at stores in the first place. Build a collection center or two and police that area heavily rather than creating ten or twelve hotspots and shifting the burden onto the poor damned clerks.

Does her use of petroleum based petroleum products mean she doesn't have standing or something? I fail to see the relevance. Also, guilt as a concept only applies when one has a choice. Your standard is so high it excludes everyone living in modern society - there's no choice involved there.
