The Congress and Judiciary are the checks against the Executive during martial law. If the Executive has neutered those two checks, then how would Martial law be the solution? That’s an honest question - can you explain your reasoning?

It’s called the LEAHY LAW 22 U.S.C. § 2378d, ā€œprohibits the U.S. State Department from providing assistance to foreign security force units where there is credible information they have committed gross violations of human rightsā€. This law also applies to the Department of Defense.

Apparently it seems that it was authorized and paid by Marco Rubio and the State Dept. However! U.S. Law bars the State Dept’s financial support of units of foreign security forces…which includes military and LE staff in foreign prisons. So just add it to the list of MORE violations of U.S. Law
