I perfectly understand how much a billion is. This is not about the monetary requirement. You Americans clearly donât understand how to operate a social program. You canât just throw money at it and call it a day.

These plans require proper systems, so no, Mark Cuban cannot cut out a cheque for it and itâs all fine and dandy. These plans require calculated budgeting, and public funding.
