Article I says Congress makes laws and has power of the purse. Article II requires POTUS to faithfully execute laws. Refusing to execute laws so he can usurp Congress’s budgetary authority is unconstitutional. A self-respecting Congress would do a veto-proof resolution, and if necessary, impeach.
