I worked at the DMV in North Carolina for 17 years: 1) They never texted anyone about fees owed from any of their division; 2) They send emails, if they have your email, about renewals. 3) Text phishing scam attempts in NC are more often related to encouraging you to pay toll fees owed. 😒
