The other thing to consider is security. You wouldn't want some random MCP server to be able to prompt another MCP server to divulge privileged information.

There's nothing in the spec that suggests that tool calling is not allowed here, but the spec also recommends users approve tool calls. So I'm not sure how that would work, though I don't see a reason why it couldn't.

It's because including it kind of violates the contract of hope dependency arrays are supposed to work. The only things that should be included are things that, when changed, will trigger a render which triggers the effect to be called.
