There's definitely downsides to this though - development budgets and timeframes are beyond absurd, to the point where 5 million sales is considered a failure.
I can't recall a major game that was developed in only 6 months (cont.)

True, but you don't pivot from financial exchange software to a VLC media player clone.
That's a silly example, but games do undergo drastic changes on occssion, such as for different platforms and control schemes.

The best example of this is Grant Theft Auto (1997), which started life as "Race'n'Chase", a simple racing game. However, when a bug caused the police cars to be more aggressive than intended, the devs realized fighting them was more fun than the racing, and the rest is history.

Sometimes, the devs will find that the fun of a game isn't where we thought it was, and will need to steer our whole design in a new direction. I don't think this happens often in other fields, but it's a core aspect of the games industry.

I hadn't considered TDD as "Test Driven Design" - that's a novel idea, thanks for clearing that up.
For games, "playtest early, playtest often" is important, so we know if the game is actually fun, or if we need to pivot. I realize now that this *is* TDD under another name.

What if the game allowed you to buy items and equipment, etc. before you entered, charged an entry fee, and you only got to keep what you escaped with?
Or, you could set a certain "wager" at the beginning, which acts as a prize multiplier if you survive?

Things like that use a lot of RNG as well.
My engine had zero internal state, took a game state + actions as input, and returned the next game state. It also took an RNG callback (like Math.random), that could be swapped with an identity function (x => x) for testing.
