With new developments in Syria in mind: since Assad is seemingly not the effective Head of State of Syria anymore, a French (or any other Universal Jurisdiction) case does not need to address personal immunities anymore. Functional immunities do not cover crimes against humanity and war crimes.

The Frankfurt Administrative Court dismissed the application for interim legal Relief of five Palestinian plaintiffs against arms exports to Israel. If you read German, this is a great in depth analysis. If you do not, watch this space for an English evaluation soon.
