Looked it up, slack has a gov offering so it’s possible it’s just slack gov they are using. I am not a federal contractor so I don’t know.
But I mean, does it matter? Even if what they are using is substandard, it doesn’t justify them knowingly breaking the rules. These are senior gov officials.
