Might be possible? He was COO for a rural co-op (Dixie Power), and their G&T co-op's (Deseret Power) 2023 IRP is almost entirely coal and hydro. <3% of total nameplate capacity existing or planned is RE (1 existing and 1 planned solar facility).

Yeah, it certainly doesn't foreclose utility planners from using ELCC for all or the PSC from requiring it! Pacificorp's latest IRP counts thermal "at their expected availability [footnote: after derating for forced outages and maintenance during critical hours]".

Ah. Pretext where the lege and press will just take Rep. Jack's word since it's opaque and he was a utility exec. Love it 🫠 Yeah, RE and BESS can and will inject at the same time, esp w/ standalone BESS. ELCC does help address any over-counting that does exist, but it should be applied to all tech.

Like you, I'm also not sure where "double counting" comes in. Might be particular to the committee discussion the article is quoting (i.e., a response to @nateforutah.bsky.social rather than what the bill is intended to address), and there's likely nuance the reporter didn't understand here. 6/6

I don't like how the bill categorize plants to be categorized. "Baseload" is an outdated perspective. Many that used to run full capacity 24/7 don't anymore, so requiring that non-RE units be grouped by "baseload or not" doesn't feel great. But that's more vibes than anything concrete. 5/n

I'm not 100% sure what the "no counting demand management programs as equiv. to gen" bit is for. It does allow the IRP to account for load reduction if it's purely controlled by utility or "otherwise reliable." Depending on implementation, could lead to over-forecasting load. 4/n

2. It requires that the IRP scale down RE and BESS capacities for planning (reasonable) but does not require the same for other resources (not reasonable). This will further inflate the apparent cost of RE and BESS. Bad accounting. Image shows values PJM (a grid operator in eastern US) uses. 3/n

The point of an IRP is to identify the best systemwide portfolio to serve upcoming system needs. This is an attempt to make renewables look more expensive to sway the balance of what gets chosen in that. HB201 will require bad accounting. 2/n

Uhhhh you might want to do some research before you, as "not a Christian", speak up on why many Christians don't claim Mormons. Mormons 100% believe Christ is the Messiah. Common reasons to exclude Mormons are that they: * Are not Trinitarian * Don't follow the creeds * Have extra scripture
