So are breast implants, penis enlargement, HRT (yes, cis people get that - treatment for low T, or post menopausal, etc.), an incredibly large amount of plastic surgery, and many other things. Cis people get gender affirming care ALL THE TIME, but since it's for cis people, it's okay and 'normal.'
