It's one of the scenarios from 'Gateways to Terror' - a collection of 3 'beginner' scenarios that can be run in a couple of hours.

The top 2 players in each country team up. Each player throws in turn, 501 double to finish.
England were favourites but knocked out by Germany.
The final was between Wales v Northern Ireland.
