I work in suicide prevention and you can tell a policy maker all the benefits to the actually people until the cows come home, but show them it saves money in the longer term and they will approve anything.

Money. Its always money. Work out how it could save money in the long run. Does it stop them being ill, freezing on the sidewalk and needing to be picked up by some other service? Is it a gateway to other support that can help get them off the street e.g., medical, addictions, temp housing?
