Who or what decides whether a character's top tier or not? IIRC, some characters in various games just need that one win in a tournament for people to instantly re-evaluate the character's worth.

Try thinking about you WOULDN'T want to do. The fanarts you wouldn't make, brushstrokes you wouldn't draw, storylines you wouldn't write, and let the frustration of how shit that would be fuel you into making what would be BETTER. And then see if those route are worth exploring.
