I had a friend for worked for the Air Resources Board here in CA. They had an upper manager that made them justify or document their work daily. They would include the time spent justifying and documenting their work on this daily email. The manager did not like this.

Yep! Like how R’s complain about the Federal Gov being a jobs program. Yeah, those jobs are in red areas. Military bases (with a few exceptions, IE San Diego) are more common in rural states. Now the jobs program that kept their voters employed suddenly gone R’s will be ok with it very quickly.
