The Asilomar conference in the 1970s? Scientists proposed voluntary guidelines re: the safety of recombinant DNA technology. That's the only example I can think of and I guess it's probably a moot point now. It's true we haven't yet blown ourselves up with nuclear, though that seems like a fluke.
