If you know any military leaders — from junior NCOs to 4-star generals — probably a good time to reinforce the idea with them that their oath is to the Constitution, not the President, and certainly not the Secretary of Defense.

So I think he timed it so a bunch of these moves would be while Congress was on break and would have a harder time stopping him. But that also means that Congress is home this week, and hearing directly from their constituents, in person. They might come back on Monday with a different perspective.
