It doesn't work in my brain unfortunately.
Other creatures makes sense because it's equipped to a creature so all the others get it. If it wasn't equipped to a creature then nobody gets it and in this case my brain says well if it isn't equipped to a commander then there are no other commanders.

Are you sure? I doesn't say Commanders it says Other Commanders. Which implies to me that effect only comes into play when it's equipped to a commander.
