No guarantee that any Democrats will vote for the actual resolution - this was the closure vote, I believe. So they CR might not be bipartisan in the end.

I don't like it either - I would prefer a fillibuster. But, I think the risk was getting blamed for a shutdown with no believable counter argument, and trump doing something even more illegal and dictatorial as a result. At least now, if this CR is as bad as claimed, trump/GOP gets the blame.

One of the most insulting things about trump and his 51st state nonsense is that 10 provinces + territories in no way reduce down to 1 state, and he is too stupid to realize that 10 new states would mean 20 new senators, and the result would end his presidency.

Just re-read Reagan's speech where he justified cutting benefits for teachers, firefighters, cops, etc (the cut that was just undone by this Congress): He said they have other pensions and shouldn't be a financial burden on the system, which was threatening to have shortfalls well before 2030...
