There is another side to this story. Part of that was: the hospital director doubled as a Hamas colonel! He maintained secret areas in the hospital where regular medical staff were not permitted to enter, on pain of being shot if they did. Those areas were controlled by militants armed to the teeth.

This needs systemic change at a policy level.
