Generally in society, the vast majority of people are honest and trustworthy. A small percentage of the population are the cause of bothersome rules that the majority, who could be trusted to do the right thing, are subject to.
The entire US Tax Code is the ultimate example of this.

Exactly, the highest marginal tax income tax rates were 70% - 90% from the mid 1940s through 1980. 1980 tax reform lowered it to 50%. Since 1986 it has been below 40%.

How many returns is 1000 hours of work? Are all those hours equal? Or are some high skill and other hours low skill? Where is your bottleneck? Is it high skill or low skill? Do you have high skill workers doing low skill work?

It's almost a given after 20+ years in practice that there is going to be some major hiccup every year. The demographics of our staff seem to skew it to a health issue with a child or parent, but we've also had software/hardware mishaps and one year we were 5 days without power and internet.

This year it was employee absenteeism, next year it might be hardware/software issues, severe weather power outages or a serious illness.
There has been much written on #TaxSky about "right sizing" our businesses and part of that is not trying work up to or past the organization's capacity.

Whether you're making widgets, baking cookies, mowing lawns or preparing tax returns you are going to experience downtime and setbacks. If your business plan relies on 100% uptime then you will have a hard time achieving your goals. 20% absenteeism is not ideal, for sure, but is it catastrophic?
