When windows get broken support for protestors dries up pretty quickly from certain quarters. That introduces an incentive for the cops to break windows and claim the protestors did it. This has happened many times.

The news media have been doing this for years in Northern Ireland. After the ceasefires there would be literally one or two streets where the cops would block in the rioters, same time every year. The breathless reporters with bump caps made it look like the whole country was burning to the ground.
