Also I know sanctions help but if Kellogg is going to spend political capital I want him focused on keeping JD Vance from cutting off all artillery shells etc., not burning his ass on some watery anti oil bill that will get evaded anyway. Congress can push there since they have no say on weapons.

He's actually pushing for as much as possible for Ukraine in the context of the administration he serves - there's a reason the Russians threw a fit and demanded to talk to Witkoff instead. It would feel better to say "we bomb Russia" but he would get fired. Homeboy is doing practical work.
