Not a legal scholar, but my urban geography brain noticed the Dear Colleague letter cited Village of Arlington Heights v. Metro Housing Devt Corp (1977), saying zoning with discriminatory impacts was OK if there was no proof of "intent". Isn't that the reverse of what this buffoon *thinks* it says?
