I could be wrong, but I don't think that it is meant to be a joke about genitalia. The jill is the one piece of protective equipment that is almost entirely exclusive to women's hockey thus making the players jocks in jills. I can easily see how it comes across though.

I believe that Tessa Bonhomme came up with the name, and that would be a jill, not a jockstrap. A jill is the women's equivalent of a cup hence the name of the podcast which is describing the PWHL players as jocks in jills
