Definitely. Bakersfield has long been a GOP stronghold, especially with all the oil fields and the strategic naval petroleum reserve nearby.
The San Joaquin Valley has some of the most disastrous groundwater and irrigation issues, so I've always been confused there aren't more enviro folks there.
