"Citizen" is merely another status for being in a country, alongside "tourist" and "permanent resident" - a status on a database run by a government department. Citizenship is not a magical barrier from hostile government departments.

They do this to foreigners because, and I say this with all the love in my heart for my American born brethren, Americans will allow this country to do whatever it wants to to foreigners. And no one REALLY will fight against this. But just know, citizens are next, so you all better speak up.
