I'll cap this with what I feel most confident saying (from personal experience). Metrolinx is an agency. It should be better, faster, stronger on its mandate. THIS is timid decision-making by a bureaucratic onion at a provincial ministry. That's the outcome of not holding your agency at arms-length.

This leads to a very sour relationship that continues to fester as more confusion, frustration and a lack of progress piles up. No mystery the contract blew up. Now we seem further behind than we were maybe 8 years ago.

An arms-length transit agency is not run arms-length. There is little vision and old ways of running a railway are stuck here. Decision-making filters through a bureaucratic onion rather than a nimble scoped agency and gets spit back out in incomprehensive fashion.

A German company tried to bring euro-style trains to Ontario, and thought they were hired to lead that effort. That stepped on some toes, but like, are you importing or not? In some cases though, it sounds like they definitively overstepped and conflicted with basic legal and political constraints.
