Yes, depending on the context, "VLAN" might refer to: 1. The concept of segmenting a physical Layer 2 network into virtual Layer 2 networks 2. A specific instance of a virtual Layer 2 network 3. The 802.1Q tag added to an Ethernet frame Like most things in networking, it's kind of confusing.

Yeah, that's a pretty good way to think about it. Technically speaking, the VLAN tag (aka the IEEE 802.1Q tag) is added to the Ethernet frame and not the IP packet. Since Ethernet is an L2 standard, VLAN management is often handled by switches. They control which VLANs can cross L2 trunks.
