Before google search engines were generally "objective" in that they returned every match, unordered. Page rank introduced the bias of popularity which was sort of "wisdom of the crowd" until SEO came along & ruined everything. I'm not sure an intersection exists between "bias-free" & "usable".

When I worked on Star Wars/SDI in the 80s it quickly became clear to me that it was a giant boondoggle that was going to primarily benefit defense contractors and their investors.
