I'm just thinking off the cuff, but I wonder if the labor bosses come from a world where a committee is a collective, deliberative body, and Martin has a sort of DLC legacy of the DNC where the chair is an executive and the committee exists to accomplish that executive's vision.

Yeah, I was saying elsewhere in thread I think it's more likely a concentrated cocktail effect resultant from the too many types of chemical agents in a far greater concentration than designed, because cops don't get a lot of training on it so callously flood the zone, compounded for malice.

some novel munition, what we may be seeing is a cocktail of multiple munitions (smoke, CS , OC) being used indiscriminately in high concentrations. Unlike a mil chem weapons specialist, LE don't train extensively with this stuff, far less than firearms, that tends to result in callouses abuse.

Heard it anecdotally from enough people who went through basic in the 80s and 90s, and saw the symptoms myself a couple of times that it made me wonder if the army used something other than tear gas, but nope, it was tear gas.

Symptoms sound like those reported by people who have concentrated or prolonged exposure to CS (tear gas). They put you through that stuff in mask training in army basic, sometimes a recruit messes up, or a DI puts a recruit down, and in either case you exhibit symptoms like that for about a week+1/
